In a small bowl, combine 1 tablespoon lemon zest and 1 tablespoon mandarin zest. Set aside.
Add remaining ingredients (including remaining zest) to a food processor. Pulse 10–15 times in 1-second intervals until the mixture is sticky and holds together when pinched. Scrape down sides as needed.
Scoop about ½ teaspoon (for small bites) or 1 tablespoon (for larger bites). Roll between palms into balls. I's OK if they're not all uniform.
Place bites on a parchment paper lined rimmed baking sheet. Sprinkle with reserved zest and gently shake to coat.
Enjoy immediately, refrigerate, or freeze.
Notes
Store them in the fridge up to 1 week or freezer for up to 3 months. They can be eaten straight from the freezer, and the flavor mellows the colder they are.
